Thanks for taking the time to file this bug in Ubuntu.

The attached logs are full of errors that seem to indicate this
installation is quite broken I'm afraid:

Setting up plank (0.11.4-4) ...
Setting up mysql-server-5.7 (5.7.25-0ubuntu0.18.10.2) ...
Error occurred: Cannot select database.
mysql_upgrade failed with exit status 1

And in the mysql logs themselves:

'performance_schema'.'cond_instances' has the wrong structure

'performance_schema'.'events_waits_current' has the wrong structure
2019-03-30T06:10:05.151022Z 0 [ERROR] Native table 
'performance_schema'.'events_waits_history' has the wrong structure
....

and so on.


I see this in the dpkg log:
mysql-server-5.7:amd64 (5.7.25-0ubuntu0.18.04.2, 5.7.25-0ubuntu0.18.10.2)

Were you dist-upgrading from bionic to cosmic using just apt, instead of
using the do-release-upgrade tool?
