Yeah the exact same change in the 0.7 release (rlimit section removal)
that is shipping in Bionic fixes the issue there, and the issue isn't
present in Bionic.
I also individually tested each of the trusty/xenial/artful packages
built from the supplied debdiffs to ensure the issue goes away after

Actually, Jeremy is the one who added the extra steam-installer package.
I'm not exactly sure how to get this to work all in one package without
regressing something. He should fix this.

After installing HWE stack and getting to 16.04.4 and updating kernel to
4.13.0-36 I still get this issue. So yes latest Xenial 16.04.4 still has
it.

defaults for ext4 in 18.04. I note, particularly -- your request about
1.44.0 inclusion doesn't yet seem to be addressed [maybe it requires a
separate bug//issue] ;-(. Do expand on that point if you can.
