Steve: Given what you say, can you consider Tytso's request to put 1.44.0 e2fsprogs into Bionic. This allows for not-enabled-by-default for support of 2 extra ext4 flags in e2fsprogs, thereby avoiding this situation happening again for 20.04 with respect to THOSE flags...
