As mentioned by the Debian report, a newer version has now been
packaged, and this (0.5.1+git20170117-1) has now been synced to Ubuntu

I still fail to see why setting LANG correctly won't solve the problem

The "new upstream release" of Xalan-C (1.11) has made its way into
Debian stable (it's there even in Jessie), and while it doesn't seem to
be getting much maintenance attention recently, it is part of Debian
main archive, so is presumably secure and stable enough.
