I found a solution when there is no network just after booting:
sudo pkill dnsmasq
The network manager then automatically relaunch dnsmasq as you can see by
typing:
sudo /etc/init.d/network-manager status
And it's OK !
So it seems to be a DNS related problem.

Same problem here on 16.04 and X250. Mouse buttons sometimes get stuck,
not only the left but also the middle and probably the right buttons.

No changes on Ubuntu daily-live (December 31th 2016). Exactly the same

Unfortunately, the BIOS/UEFI update did not improve the situation.
Suspend is still not triggered when the lid is closed, IF a
(DisplayPort) monitor is attached.

This revised patch contained in the current zesty package switches the
emphasis of the patch back to be a Unity specific (dash) issue as per
the original LP for what it was created.
It does this by only running the delayed monitor sync part of the code
if the desktop session itself is "ubuntu" i.e
Status changed to 'Confirmed' because the bug affects multiple users.

Suspend/resume triggers random hang. I ran "ubuntu-bug linux" after
rebooting, suspending and then resuming and only couple minutes after
bug report was finished I got hang. Now I'm writing this after booting
with 4.9.0.
Kernels I've tested to have this hang issue:
Ubuntu 4.4.0-31-generic
Ubuntu
There seems to be new BIOS available. I will try updating it next.
