Stopping and starting systemtl once fixed the problem.
I did have some issues with the upgrade in general, and discovered a

In 14.04 this problem still persists exactly as described here. I have
tested it on multiple machines (with Ubuntu and also with Mint 17.1).
Changing the parallel mode (ECP/EPP etc.) does not make a difference.
For those looking for a quick, rough solution: enabling force_nibble in
/etc/sane.d/can
Furthermore, the applications are not even restored at the correct
coordinates on the screen.
As is, the restore session "feature" in plasma 5 is useless and actually
creates more work. Should probably be disabled until it works.

seems that there is a problem with your installation media (CD/DVD).

This happened to me once when I was trying to connect to WiFi from the
command line. It seemed to happen because multiple wpa_supplicant
processes were running. You could try "ps xa | grep wpa_supplicant" to
see if you have multiple processes running. Doing "sudo killall
wpa_supplicant" stopped it.

Krillin rtm 274 seems fine though, so today's milestone candidate isn't

By the way, when the installer crash, a msg box says something like Errno n5
input/output error (i can't remember good now)

Thanks for the updates to the bug. I mentioned the custom APN as when I
examined your syslog, it appeared that Network Manager was only trying
to activate context3, which was the __ubuntu_custom_internet_apn.
Regarding the APN editor, it's been in rough shape, and one bug ( now
fixed )

Ether it is coincidence scrolling issue is gone as it randomly seems to
be other times after reboot. or it is related. to the status bar.
It is late so i need to go to bed i can try disable it tomorrow and see
if it returns.
But enable auto hide and i do NOT have side ways scrolling issue.
