The symptoms described were caused by missing configuration in squid-deb-proxy
(used as the apt proxy for the build). Puppet labs URL needed to be added to
the exemption list. So this is not a bug but behaviour as designed.

Some observations on Trusty:
The indicator always shows the correct layout even if the actual layout is not
the same.
In /etc/default/keyboard the setting is correct. The X-Server log says it set
the correct layout (de in my case).

Same problem with a HP Envy 17-j188ez laptop running on Ubuntu 14.04 LTS 64-bit.

I am able to put my computer to suspend mode (STR) but not to
hibernation mode (STD). I have already allocated enough of swap space on
a separate disk partition. But it is not working.
I have not been able to isolate the problem between suspend and resume,

Upgrading to Ubuntu 14.04 fixed the issue for me. :-)
Sound is available, without the need to manually apply the workaround or

Ok I figured out the problem. The volume keys on my laptop don't work
after I disconnect my laptop from HDMI. The solution that worked for me
is, I went to system settings -> sound and changed the profile under
hardware tab to "Analog Stereo Duplex"
Now the volume keys on my keyboard work again.

Could you please connect USB (or Bluetooth, or Wireless) keyboard to your HP
Pavilion's and test from it.

This bug happened after upgrading to Ubuntu 14.04.
After upgrading there were some broken package dependencies here. Some affected
texlive, probably they could have caused it.
I have resolved those broken dependency issues, but I don't know yet, if that
has fixed the issue

Actually, this is more a misuse than a bug. If I haven't deleted the
