Thank you for reporting this bug. I can confirm this on 13.04 with unity
trunk.
The likely cause is it expects a drop on the Launcher, and when you
leave the launcher Nux no longer tracks events. So a possible fix would
be to reset drag and drop when the launcher get a mouse leave event from
nux.
Also to get out of this state, just open and close the dash!

always on top windows and if all the other windows are minimized it will

Since running updates this morning I have a more extreme version of this

i have tested the kernel you provided and this works without issues.
The plymouth debug log on 32bit kernel also says loading radeon driver.
