incomplete. I don't know if its intent that there is no 'Help' menu or

dblatex, fop and other packages are recommended for installation and you
have configured your system to install those packages automatically.
These toolchains are recommended to make almost all functions of xmlto
available to users. If you only need docbook, libxml|xslt maybe you
don't need xmlto.
For what it's worth, I'm upgrading from many versions of Ubuntu ago in
sequence and just pounding through it. The use case where I ran into
this isn't likely a common one, but I figured I'd tag along to the bug
report anyway.

Sorry, I submitted that comment early: In my case, the post-install
error was "mv: `/lib/init/rw/readahead' and `/run/readahead' are the
same file"
I removed /run/readahead, since it was clear the package was trying to
move the former to the latter. I completed the install with `dpkg
--configure
