Public bug reported:

When updating the number of threads in a guest's vCPU in virt-manager,
the "Apply" button did not become available.  I ended up having to work
around it by changing the number of sockets as well as the number of
threads, then clicking "Apply", then changing the number of sockets back
to the original value and clicking "Apply" again.
