This happened again 2011-11-23.
I installed linux-image-generic.
The update then occurred as expected.
I searched dpkp.log. I discovered this:
:/var/log# cat dpkg.log.12 | grep linux-image-generic
2010-11-25 09:27:41 upgrade linux-image-generic 2.6.35.22.23 2.6.35.23.25

Public bug reported:
After switching back to a workspace with a maximised window, moving the
pointer to the left edge of the screen triggers a semi-maximise preview!
To reproduce:
1. Maximise a window, say Chromium
2. Click on the workspace icon in the Launcher
3. Double click on the workspace
Verified test case passed using proposed ubuntuone-client

hm.m. strike my lightdm comment above as I said that I saw it under
Xephyr.
I just tested here on precise development system:
{ echo '#!/bin/sh'; echo "metacity &"; echo xterm; } > /tmp/go ;
chmod 755 /tmp/go ;
xinit /tmp/go -- $(which Xephyr) :8
$ dpkg-query --show metacity xserver-xephyr
