On investigation, it seems that if you open system settings and then
click on "Removable Media", Down the bottom there's a checkbox 'Never
prompt or start programs on media insertion'.
If this is unchecked Nautilus will not open a file view for a USB
pendrive or other device when it is plugged in.

I'm doing a test build now to see if I've managed to fix it. I'll file

As of the next udev release (174) the SYSFS key will no longer work. The
replacement ATTRS key has worked since udev-098 released in August 2006. It
would be nice if this fix could go upstream so we could stop patching in the
different distros.
