Agreed. It really doesn't make sense to issue the reboot-required
notification when we aren't doing the whole restart-services dance.
I'll look at the branch you proposed for this.

I am seeing this problem on two updated Oneiric machines (Sony F22 and
Sony VPCSB). My n networks are not showing up. Apport-collect won't let
me add to the report since it is closed.
