I have had that option disabled for as long as I can remember.
My point being that the option was disabled and it was still dimming the
screen... and only did it on the laptop screen but not on the external
monitor. But I have updated recently and it doesn't seem to do it any
more.

I have it 100% reproducible here. Press and hold alone or any key
combination with alt. Add to that that it seems now -F4 will close
*compiz* not the focused app. I guess this is because the switcher
momentarily becomes the "active window" or something because the
keycombo contains the key.

I was correct about the panel still functioning correctly, the only
noticeable error is that the clock shows [Invalid UTF-8].
Also, in retrospect, I probably should have filed a new bug report so
apport-collect can do it's job. If you desire that I do that it's no
problem, I can simply boot to the
