I remember using Eee PC 701 with a Synaptics touchpad, and two-finger
scrolling and tapping worked then (with Ubuntu 7.10, 8.04, and Mandriva
2009.0). On Eee PC 901 with an Elantech touchpad, such functions worked
too.

Have you even tried the BIOS update?
It isn't enough to just update Ubuntu, you'll have to update the BIOS as well.
There's even a new BIOS available for the u100+, so go for it!
Remember to use the flash.bat, also you can find instructions in previous
posts...
