is always using about 30% of of that CPU even when the system is

Please update your system. The scrolling bug should be solved in the
post release candidate.
Furthermore append the file pcidump that can be created using
"displayconfig-gtk -w pcidump" and your xorg.conf before and after using
displayconfig-gtk.

With last updates "fglrx" driver works both with GNOME and KDE but some
modules like reflexion are working with KDE but not with GNOME. I will
retest free "ati" or "radeon" drivers with both GNOME and KDE.

Alternative workaround is to add proxy configuration to apt, e.g.
/target/etc/apt/apt.conf
Acquire::http::Proxy "http://yourproxyaddress:proxyport";;
Then after the next timeout round the configuration will be re-read and
the proxy used. Just had this experience with the Ubuntu 7.10 RC
installer
