In the latest tribe (4) of Gutsy this problem still exists. As the Dutch
translator I must say that it is no pleasure to find that one's translations in
(K)Ubuntu are not taken seriously.

I think I found another possible fix, Totally simple and userspace too.
I have a Seagate FreeAgent 500gb and I beleive I am having the "drive
turns off" problem and not the "can't handle much traffic" problem. BTW
it seems to be common to all linux not just ubuntu. I have this problem
on suse 10.2

Yes it still happens with Gutsy Tribe3 + current updates. When I have no
KDE apps in systray I can move forward and backward between icons in
panel. If I start for example klipper, keyboard focus gets lost at
klipper's icon so that I can not move forward
