Apt does support downgrading already. Its just a bit hidden. Use apt-get install pkg=version. E.g.: apt-get install gnome-panel=1:2.18.1-0ubuntu3 gnome-panel-common=1.2-0ubuntu3 ... Note that the dependency reoslver will not downgrade automatically so you will have to specify some dependenceies.
