I've got the same problem in two different test cases
1 - fresh install of gnome-shell on Xubuntu, using metapackage from an
otherwise functional Both XFCE4 and a "Compiz standalone (0.8.9)
session" work fine.
2 - live CD of Ubuntu-Gn
Status changed to 'Confirmed' because the bug affects multiple users.
