If this notebook doesn't have bluetooth then the bug is that the modules
*are* loaded. I am going to try it using a windows live cd, using
supplied drivers.

a Dell laptop with 'Optional' bluetooth. Check if that is the case with
your laptop.

The supplied driver is "Bluetooth Stack for Windows by Toshiba" - The
laptop is not a toshiba though.

Ask your notebook manufacturer. All Bluetooth adapters for the laptops
are USB so far. So I guess that is no different for yours. However all
of them will not appear on the USB bus until you tell them so. And that
is the magic that needs to be found. Sometimes it is done via software
and other time
Other than installing windows and using supplied driver; it is
impossible. As mentioned in description, there is no option in the bios
or a switch on the keyboard.
Therefore i consider this a bug with ubuntu.

Doesn't show in lsusb, lspci, pcmcia or hcitool. This is why i raised
it as a kernel issue aswell.

Check with hciconfig and lsusb if the Bluetooth adapter is really
recognized.
