The supplied driver is "Bluetooth Stack for Windows by Toshiba" - The
laptop is not a toshiba though.

The driver comments "... is a software tool used to configure a variety
of settings between the PC and the Bluetooth device"

There is a "wireless switch", which at least controls the WIFI, was
tested in both positions. Bluetooth was tested with this switch in
both positions.

Is it possible that this notebook does not infact contain a bluetooth
module; and for some strange reason the kernel modules are being loaded
at boot?
