Yes, this was a botched transition in base-files. /var/run needs to be
restored as a symlink to /run, but picking up the code from Debian to do
this in base-files entangles us with related code changes in the
sysvinit package, and that's a very hairy merge. I've started working

The problem at this bug is that libc6 postinst script is currently
broken, breaking debootstrap, so marking the debootstrap bugtask as
