In theory /run should be the tmpfs run directory, replacing /var/run. To be compatible with packages using /var/run directly, the transition should still make /var/run available to the system, but bind mounted to /run. The problem here is that the directory /var/run is not being created anymore, as a side effect of base-files 6.3ubuntu3 package update.
