@msevior: There wasn't any decision. Some Ubuntu developer thought it would be a good idea to sync from Debian (which contains the 2.9 development branch) without consulting anyone. We (Xubuntu Team) noticed that, but we were too busy and didn't have time/forgot to investigate further. And so 12.04

It was 'fixed' in 12.04, because it now defaults to smooth scrolling being disabled. The manual suggests there should be an option in Tools/Prefs to set smooth scrolling now, but there's nothing in Prefs. Which resides in the Edit menu BTW, not in the Tools menu. And although it scrolls faster now
