It was 'fixed' in 12.04, because it now defaults to smooth scrolling being disabled. The manual suggests there should be an option in Tools/Prefs to set smooth scrolling now, but there's nothing in Prefs. Which resides in the Edit menu BTW, not in the Tools menu.
And although it scrolls faster now, it's still extremely ugly, bordering on unusable.
