The "Desktop" placeholder menubar that appears on Unity when no window
is focused has no title. This looks inconsistent, makes harder for the
user to know that a placeholder menubar exists in the first place and
leaves an awkward left
njpatel passed to on to me. Looking at:

it appears to be just a case of setting the string "Desktop" to appear
in the top bar. My understanding would be that this needs to be string
for a11y purposes, rather than an image of any sort. If a
