You're right. Renaming or deleting the file solves the problem.
After delete/renaming the file and restarting dolphin the menus show up.
The file is not recreated by dolphin afterwards.
Question is why was the file created in the first place. Or corrupted
it.

created a new OS user and logged in to KDE and started dolphin.
Problem does not exist with new user.
found ~/.kde/share/apps/dolphin/dolphinui.rc in the $HOME of user which has the
problem.
Renamed file to dolphinui.rc.testtest
Now "View -> Panel" and "View -> Additional Information" show subme
Same problem here.
"View -> Panels" and "View -> "Additional Information" do not show submenu.
Others (like "View -> Sort by" or "View -> Location Bar") show a
submenu.
Packages (KDE, dolphin, QT, ...) are up to date.

Desktop effects are tuned on. If I turn them off the menus are still
missing. I'm using the proprietary nvidia driver.
I installed kubuntu via debootstrap.The (k)ubuntu meta-packages are
installed including recommends. Daily updates are installed as well.

Do yo have desktop effects turned on? What happens if you turn them off?
If that helps, what graphics driver do you happen to use? Also, did you
upgrade your systems or a new install for 10.10?

Exactly the same problem here with Kubuntu 10.10, was okay with 10.04.
Pressing F9 brings up Places. F11 brings up Information, F7 brings up
folders, and F4 Terminal panel.
Selecting View > Panels shows no menu, just a little triangle as Joke de
Buht mentions.
