The machine had better performance with the respective settings, but I prefer

I also have this problem.
Example log:

or thermal limit exceeded
Oct 28 10:35:22 annafi kernel: [ 5701.805372] intel ips :00:1f.6: CPU power
or thermal limit exceeded
Oct 28 10:35:27 annafi kernel: [ 5706.802563]
I noticed that in the latest kernel this happens instead. It seems like
it's actually a problem that the message is occurring more that extreme
amounts of repetition. Any ideas why this would be coming up at all?

This is a known upstream issue which is "normal and expected" at the
moment.

We'll pull the fix into the Ubuntu kernel once upstream decides how they
want to rate-limit the messages.
