There does not appear to be a method to dump the cache of hashed items
system-wide.
What you can do is using an alias/function to install programs, like:
ainst() {
sudo apt-get install $*
type rehash > /dev/null && rehash
}
This would automatically call `rehash` after installing any programs.

If there's something that zsh should update in a central cache when a
new command is installed, zsh itself can do this by adding a trigger.
But dpkg should not be updating any zsh caches directly. Reassigning to
zsh.
