I get this issue also in 13.10 unstable

with cntlm proxy on a Ubuntu 12.04.3
apt-get and http/https is working fine using this proxy
gsettings list-recursively org.gnome.system.proxy.http
I am using Ubuntu 12.04. This is definitely a bug with apport. If you
are providing proxy configuration url in system settings > Network, its
not taking those settings. It only works when you set a single
server:port proxy and apply it system wide. PAC settings should also
work.

You can do a run with a different proxy setting with
env https_proxy="" ubuntu-bug apport
So you are saying that the "network proxy preferences" set a wrong
$https_proxy variable? I'm afraid I don't quite understand what you mean
with "unrelated problem".

Also the graphical dialog shows "Collecting problem information" and
hangs there, where it probably should say "Sending report..." and asking
for credentials or at least fail saying a connection could not be made?

At lelast in current natty apport works fine with https and http
proxies, I tested without a password, though. Would you mind re-testing
with a password proxy? Is the user/password part of the $http_proxy
variable?
