The 2.29.2-0ubuntu9 version of gnome-power-manager seems to work
slightly better. The icon doesn't appear as a filling/emptying battery,
but the pull-down menu seems to work again.

I can confirm it on a Lucid laptop. It worked before, but now the icon just
disappears and appears.
After upgrading to 2.29.2-0ubuntu9, the pulldown-menu with battery statuses
(laptop battery & wireless logitech mouse) is working. The icon still blinks
and appears in different parts of systray.
My icon never appears -- it looks just like a "terminal icon" and there
is no pulldown menu.
(My volume control icon has a similar problem in that it also has the
"terminal icon".)
If I run gnome-power-manager as root, the icon appears, but the pulldown
still does not work. And the icon eventual
