Andreas, I already prepared test packages for wider testing in bug
#52539 and requested feedback. So far I didn't see any feedback for it,
so I didn't upload them to dapper-backports.

To use older dpkg-dev, debian/control needs to be modified slightly.
dapper-backports policy is that such changes are not acceptable. You can
find the latest vim via wiki.ubuntu.com/SeveasPackages in a 3rd party
repository that is not so strict :)

That's odd! I was able to dpkg-buildpackage it fine using Dapper
repositories. Are you sure you did it properly!?
