A retest on my feisty install gives the correct encoding of the svg file
as stated in the xml declaration, so it looks like it's fixed.

I could not reproduce this with graphviz 2.8-2.6 in feisty fawn by
following the instructions shown in the Debian Bug. Maybe it was fixed
in a later version.
The generated SVG shows correctly in Firefox and Eye of Gnome. xmllint
doesn't seem to have any problem with it either. All of this of cours
