I could not reproduce this with graphviz 2.8-2.6 in feisty fawn by following the instructions shown in the Debian Bug. Maybe it was fixed in a later version.
The generated SVG shows correctly in Firefox and Eye of Gnome. xmllint doesn't seem to have any problem with it either. All of this of course assumes that the original .dot-file is indeed saved in iso-8859-1 encoding.
