It's not at all clear how a bug in an Emacs package could block cups-
ppdc. Granted, bugs in Emacs add-on packages which prevent a dist-
upgrade are a bad thing; but there is probably a similar bug somewhere
in CUPS or its dependencies as well.
How should this be handled? Add a bug task for cups

The dpkg terminal log just after "Byte-compiling add-on packages, please
wait ..." would have been useful. Typically it will tell you about a
temp file which contains the actually useful error messages from the
byte compilation -- comment #2 has
