It's not at all clear how a bug in an Emacs package could block cups- ppdc. Granted, bugs in Emacs add-on packages which prevent a dist- upgrade are a bad thing; but there is probably a similar bug somewhere in CUPS or its dependencies as well.
How should this be handled? Add a bug task for cups-ppdc as well? Or clone this bug report for each affected package (of which emacs22 is probably not one)?
