It's not at all clear how a bug in an Emacs package could block cups-
ppdc.  Granted, bugs in Emacs add-on packages which prevent a dist-
upgrade are a bad thing; but there is probably a similar bug somewhere
in CUPS or its dependencies as well.

How should this be handled?  Add a bug task for cups-ppdc as well?  Or
clone this bug report for each affected package (of which emacs22 is
probably not one)?  Or clone an Emacs bug and create bug tasks for each
package which prevents a dist-upgrade?
