edgy and feisty. Feedback/testing of the patch would be welcome. I'm
pretty confident that the patch should fix the problem, it works well in

As the original reporter of this bug noticed, this command blocks:
/usr/share/popularity-contest/popcon-upload-ubuntu -u
http://popcon.ubuntu.com/popcon-submit.cgi -f /var/log/popularity-
contest
In fact it is waiting for characters from the terminal. To unblock it,
one can hit Ctrl-d.

I have the same problem on Dapper. I have USEHTTP="yes" in the /etc
/popularity-contest.conf file. See also bug #35291
