As pointed out before, the .so-symlinks are, and will be, in the dev-
packages. If you want to change that, please take the discussion on a
devel-list and make a spec if needed.

Could someone please post the exact commands to type to create these
links? I'd like to use syncterm on Ubuntu and need these links for a
proper experience. I'd prefer not to install 83 packages for xorg-dev
for me to use this one program. Thanks!

Actually, the description for the new flash player suggests it does the
same thing for extra libs...
The argument put forward by Colin Watson - that it adds complexity to
upgrades - is plain silly since the -dev packages must be able to be
upgraded too. That is to say, all that "extra" compexity
Closing the bug, as it is not going to be fixed like you propose, or can
be worked around.
