Actually, the description for the new flash player suggests it does the
same thing for extra libs...

The argument put forward by Colin Watson - that it adds complexity to
upgrades - is plain silly since the -dev packages must be able to be
upgraded too.  That is to say, all that "extra" compexity is already in
the package system.  Moving it from one package to another doesn't
introduce any extra complexity at all.

However, since I'm not a Ubuntu user, it's no big deal to me... was just
pointing out a POLA violation which could make certain types of
precompiled binaries fail to work.  Given that my understanding of
Ubuntu was that everything should "Just Work" it seemed like something
which should be reported.
