Update: if you boot from a Ubuntu 8.04, choose Kurdish keyboard in the
very first screen before booting with F3. Then type F6 and try to modify
the options. Here you can type all letters except "ş", which appears as
"º".

Yes, this is still an issue, and it has even become worse.
The character "ş" is not typeable at all, it gets understood as "arrow
up", so in a terminal the last command gets displayed. Also, the "ç"
cannot be typed.
You can reproduce this if you switch to the "Turkey - Kurdish Q"
keyboard, the st
