Yes, this is still an issue, and it has even become worse.

The character "ş" is not typeable at all, it gets understood as "arrow
up", so in a terminal the last command gets displayed. Also, the "ç"
cannot be typed.

You can reproduce this if you switch to the "Turkey - Kurdish Q"
keyboard, the standard keyboard for Kurdish. The "ş" is next in line
after "j", "k", "l", where the ";" is on an English keyboard. The "ç" is
right to "m", where the "," would be on an English keyboard. Try to type
them, it is not possible.

This does not only affect the shell itself, but also editors like nano
and vim if run in the terminal. In a X environment there are no such
problems.
