I have the same problem, connecting to an Microsoft IIS5 FTP Server.

This bug was marked by delance as belonging to netkit-ftp, but doesn't
the fact that telnet and all other ftp clients is unable to connect hint
that it isn't just a bug in the netkit-ftp client?
