I have the same problem, connecting to an Microsoft IIS5 FTP Server.
>From these systems it fails (netkit-ftp 0.17-16):
    2.6.24-23-generic    Ubuntu 8.04.2 \n \l
    2.6.18-6-686            Debian GNU/Linux 4.0 \n \l
>From these systems it works flawless (netkit-ftp 0.17-19):
    2.6.31-20-generic    Ubuntu 9.10 \n \l 
For all other ftp-servers i tried it, it works ok. 

I'm expiring the exact same behavior, described above, using ftp and
telnet. The 202 Hello Message is not sent by the server, or received by
the client. The TCP-Connection is established ok. It is actually
independent of the ftp-client used, so it seems to be a problem further
down in the protocol stack.
