I think Ubuntu should overthink it's update policy in cases like that:
1. Networkmanager "segfaults", rendering Internet connections unusable.
2. This can't be fixed, because there have to be installes some packages.
Life could be so easy.
Rules are there to HELP us, not to block us.

Fixed in Kubuntu 9.10 it seems :)
This fix can however not be deployed to 9.04 via an update. The usual
update process does not install, nor remove packages as part of an
update. Thus such an update-notifier-kde update would be on hold until
the user actually does a dist-upgrade. Therefore this ch

But is someone doing anything about this bug?
Its a really easy fix - and - eh - you can't easily update your system without
using the command line.
Just add kpackagekit as dependency of update-notifier-kde -
By the way, can someone please change the meaningless icon (right now it's a
grey icon showing a computer with a green circle) into a big red and
attention-requesting icon?
It's too easy to slip outstanding updates.

The file belongs to the package "kpackagekit".
Installing this solves the issue.
Solution:
Add kpackagekit as dependency of update-notifier-kde or (maybe better) of
kubuntu-desktop?

I started the update-notifier-kde from the command line, it says "6.0"
correctly when 6 updates are available, and when I click on it, it prints (on
the command line):
kcmshell(4253) KServiceFactory::findServiceByDesktopPath:

Now that 9.04 is released i doubt the average Ubuntu user knows how to
type the commands which are required for an update into a root/sudo
shell.
