I confirm this problem.
It not works with kernel 2.6.27-7, but i have installed old kernel (2.6.24-21)
and it works with it.
dongle is Bus 003 Device 002: ID 1131:1001 Integrated System Solution Corp.

Additional note:
At ubuntuforums I was recommended to test a live cd for the same bug, as the
person who replied suspected that it may be a problem due to a faulty upgrade.
I booted through Ubuntu (GNOME version) live cd and tried connecting to my
phone via Bluetooth dongle. The problem remained
