Try reinstalling the initscripts (search it) from package manager. It
solved my shutdown issues which i found has been happening through
various versions of ubuntu, whatever changes or modifies these files
causes problems. So reinstall them
& it works.

This bug was reported a while ago and there hasn't been any activity in
it recently. We were wondering if this is still an issue? Can you try
with the latest development release of Ubuntu? ISO CD images are
available from http://cdimage.ubuntu.com/releases/karmic .

I can confirm observing a similar situation with Intrepid 64-Bit.

SATA HDDs & DVDs
Creative Audigy 2 Pro
etc
In watching the shutdown process, I believe that I observe the end of the X
Windowing session as the screen clea
