Tethered phones are seen as modems and nm ignores them as that functionality
was dropped. Unfortunately, a lot of people still use tethered phones instead
of usb dongles. So, this is a regression, and it's been present for 3 versions
of Ubuntu so far.
There is no reason people should have to us
This bug is not invalid, it's very validand STILL exists all the way
up to Karmic. nm ignores modems, and that's how tethered phones like the
700wx present.

I could be mistaken, but I think it's even simpler than that, with no
source or recompiling necessary. Just add that block of XML to the
appropriate element in /usr/share/mobile-broadband-provider-
info/serviceproviders.xml

Adding a Verizon option to nm-applet is really easy. Get the source for
mobile-broadband-provider-info and add:

To serviceproviders.xml. Rebuild the package and install.

I'm having this same problem. I have Verizon as a Mobile Broadband
provider. I currently use manually created/edited chat scripts and pppd
connect scripts and connect using the following command line:
sudo pppd call isp
where I have the following set up
/etc/chatscripts/chat-isp
ABORT "NO C
** Attachment added: "output of lshal"
