The "proper" solution is strange:
1. Right click the K Menu / Kickoff, click "Application Launcher Settings"
2. Click "Keyboard Shortcut", assign "Alt+F1", when it says it conflicts with
Plasma Workspace Application Launcher, simply click through
3. Click OK and voila! You have your Alt+F1 again

I have tried to identify what config files have been corrupted/missed by
deleting a few files listed below. I deleted them from a virtual
terminal before logging into kde 4.2 RC. It had no apparent affect on
the problem.

I am also having this problem with my KDE 4.2 RC install. It was
introduced when I upgraded from 4.1.3 to 4.2 Beta 2. Since then I have
been having troubles with my ALT F1 to bring up the k-menu.

I also confirm the bug. Note, I've changed my Desktop switching keys to
Alt-F{1-4}, so it now overrides standard Alt-F1 for Menu. I set Ctrl-F1
for menu, but it worked only once at the very beginning. It's a very
annoying behavior. How could it it be fixed? Any suggestions?

I have just install kubuntu 8.10, with kde 4.1
system shortcuts, configured in ->
-> work ok.
But, I want to add shortcuts to programs in kmenu.
I did:
right-click on kmenu icon,
"menu editor"
System/Konsole (for example)
Advanced tab
"Current shortcut key" - i entered "windows key" - n, it
Confirmed for Intrepid 8.10, installed from alternate CD yesterday with
current updates.
Removing plasma-appletsrc solves the problem, but yields an additional
K-Menu in the control bar at the next login, where the Alt+F1 seems to
work at the right one.

I have found out that it is enough to delete ".kde/share/config/plasma-
appletsrc". Afterwards, the shortcut set in System Settings worked for
me. ".kde/share/config/kglobalshortcutsrc" is the file where the
shortcuts are saved, but in my case it looks like nothing was wrong with
this file.

I have experienced the same behaviour described here:
After upgrading from hardy to intrepid, ALT+F1 worked for some time. I'm not
sure if it was caused by an update, but at some point the shortcut stopped
working and I had two entries (Application Launcher + K Menu) with a default
shortcut of A
Happened to me after an update, some days ago. At home, it happened just
the same. Deleting the .kde directory in my home dir solved the problem.
I cannot do this at work because I have set up many options and I would
have to do it all over again...

I have the same problem.
I've created the problem when I removed the panel from the bottom and added a
panel to the top (yes, like the default GNOME).
