Package deltas are a workaround for the completely mind warping thinking that
an application is one monlithic package making up one file you need to
distribute.
Really doesn't belong here though :P

That's tha problem. I don't want to start a discussion about SRU here, but in
this case (like many others) delta upgrades would help.
It's crazy that this must wait for another cycle just because the 1 file is in
a huge package.
Like I said, Debian is suffering from this disease too (no inc. upg
Not security... usual stable release update ... and even for that you
would need to have the SRU team agree with having two patches for one
update (which is against policy usually).

This is not about security. It is about forcing a considerable big
update upon every 8.10 user to resolve a completely minor issue that
does not even disturb workflow.
It might be annoying, but that doesn't justify stealing bandwith from
every user.

C'mon, this bug is known in Ubuntu since August 08, in KDE since

Just my observation, but this problem didn't seem to occur for me until
after I installed Compiz. It seems like Compiz is bogging down the
system while it initializes and that cuts off the startup sound. Can
anyone else confirm this?
