The reporter of this was no longer able to reproduce the bug on the same
system. This bug was closed by the originator for this reason.

Your thoughts are correct; the livecd doesn't depend on any installation
on the harddrive nor does it care about any installation on the
harddrive.
So yeah, lets close this for now, if you can reproduce at another time
feel free to reopen or file a new bug.

I am not able to reproduce this bug today. The mouse now works correctly
with both the install and the live-CD (try without install) options. If
I cannot find a way to reproduce this problem reliably, then I suggest
that we close this.

Just to be clear, does the mouse work before you run the installer? As
in, could you just run the livecd without opening the installer and play
mines?
